Howard was born on the 23rd of January, 1863, in Croton Falls, New York, and he joined the US Marine Corps in July of 1896. Not much is known about his early or late life, or even specifics of his actions during the Philippine-American War, but we do know his actions as a Private while attached to the Eighth Army Corps earned him the Medal of Honor. The citation reads:

For distinguished conduct in the presence of the Enemy in battle while with the Eighth Army Corps on 25, 27, March 29, and April 4, 1899

Howard received his Medal of Honor on the 19th of July, 1901 and he was discharged from the Marine Corps as a Gunnery Sergeant due to a Bad Conduct Discharge on the 24th of June of 1913. Howard Major Buckley died on the 2nd of July, 1941, at the age of 79 and is buried in Wheeler Cemetery in Wheeler, New York.
