Francis was born on the 6th of April, 1862, in Massachusetts, however he wasn’t Francis then. He was born as Frank Gallagher but when he joined the US Navy, he chose to do so under a different name. He was a Coxswain when he deployed to China in support of the Boxer Rebellion and it was his actions there that would earn him the Medal of Honor. The citation reads:

In action with the relief expedition of the Allied forces in China during the battles of 13, 20, 21 and 22 June 1900. Throughout this period and in the presence of the enemy, Ryan distinguished himself by meritorious conduct.

Frank Gallagher, known as Francis Thomas Ryan, died on the 14th of June, 1927, in Philadelphia, Pennsylvania at the age of 65 and is buried in Arlington National Cemetery: Section 17, Lot 21008.
